Is this legal...

Would it be legal to scan a minifig and make a decal for mainly the torso and post it on here? That way people wouldn't have to buy a whole set just for the one minifig.

I'm not sure what you're asking.  Are you asking if it's legal to copy an official design into a decal? If so, yes, it's legal -- so long as you do not sell the item as your own. However, it's more important to consider whether or not its ethical. With Bricklink (and Ebay, to a lesser extent), it's very easy to get single figures without buying entire sets. Therefore, it should only really be considered 'ethical' to copy official designs if they are:

1.) No longer produced by LEGO. Or. . .

2.) Still produced by too rare to be considered 'affordable' on Bricklink or Ebay.

Brickman, you're fine so long as it's for "personal use".  And, there are already many official designs online, so if you're looking for something specific it may have already been recreated for use as a decal.
